This web design is about viral marketing which is a type of Web 2.0 marketing.

When we first began using computers we had what became known as Web 1.0. With Web 1.0 we were able to go online and view things. Then we had Web 2.0 in which we were able to be publishers of content. We started using CMS or Content Management System websites and the average person was able to blog and post videos. Videos were specifically created to be funny or unique so that they would get a lot of views and when that would happen we’d say, “My video went viral” and we might use that to drive traffic to our websites.
